The Defense Department’s planning, programming, budgeting, and execution (PPBE) process is a relic of the past. The directive also seeks to reform the government’s acquisition processes, including a preference for commercial solutions.
This was followed up with a new executive order on April 16 — Ensuring Commercial, Cost-Effective Solutions In Federal Contracts — that directs all federal agencies to procure commercially available products and services to the maximum extent possible. This will leverage the competitive marketplace and the innovations of private enterprise to provide better, more cost-effective services to taxpayers.
Data on Government cost overruns
- In 2010, according to the GAO the 98 Major Defense Acquisition Programs (MDAP) collectively ran $402 billion over budget and were an average of 22 months behind schedule.
- In 2023, the GAO reported that “over half of the 26 major defense acquisition programs… that had yet to deliver operational capability reported new delays.”
- In 2024, the GAO reported that “the DoD is not yet well-positioned to field systems with speed,” and that the “average expected time for MDAPs in DoD’s portfolio to deliver even an initial capability to the warfighter is 10 years — a time frame incompatible with maintaining military advantage.” Even Middle Tier Acquisition (MTA) programs, which were designed to be quick, “continue to report delays to a key milestone intended to demonstrate capability.”
